“Nothing changes from the Mueller Report,” Trump tweeted. “There was insufficient evidence and therefore, in our Country, a person is innocent. The case is closed! Thank you.”

But Mueller actually reiterated his interpretation of Justice Department guidelines that recommend sitting presidents should not be indicted. He made it clear that the report was not an exoneration of Trump.

Mueller cited “a process other than the criminal justice system to formally accuse a sitting president of wrongdoing,” but did not directly invoke impeachment.

“If we had confidence that the president clearly did not commit a crime, we would have said that,” he said. “We did not, however, make a determination as to whether the president did commit a crime.”
