Permanent injunction halts nearly half of Trump’s border wall spending plan

The Trump administration’s plan to use about $2.5 billion from the military budget to fund a border wall hit a new roadblock this week.

Donald Trump has signaled his desire to funnel more than twice that amount toward his signature campaign promise as part of a national emergency he declared earlier this year.

In a ruling issued on Friday, U.S. District Judge Haywood Gilliam blocked the effort to build a barrier in several states including California, Arizona, New Mexico and Texas.

The ruling makes permanent his earlier temporary injunction.
