Interim Superintendent Gives Financial Update

Interim Superintendent Catty Moore detailed the finalized cuts to help balance the Winston-Salem/Forsyth County Schools budget, but warned a potential IRS situation could make the $42 million deficit for the 2024-2025 school year grow.

In her first board meeting after being sworn in last week, Moore assured the public this large deficit is the result of “miscalculation errors and oversights,” and that all funds were used to provide direct services to students.

She provided a detailed breakdown of the errors and plans for savings — like eliminating district cell phones, substitute teacher agency contracts, and transportation services to choice schools — in a PowerPoint presentation, which can be found here

More administrative job cuts are possible, but the district says they wouldn’t impact teachers.

The Forsyth County Board of Commissioners rejected the district’s request for a one-time loan of $32 million to help balance the budget for this school year, citing a concern for the county’s long-term financial stability. The district plans to go back to the county and ask for a lower amount of $18 million to help pay outstanding balances owed to vendors, such as substitute teacher and janitorial contractors.

The district has also been in contact with the IRS to discuss some discrepancies.

“We are looking into an issue with the IRS and federal withholding,” Moore said. “And that may cause the $42 million number to go higher. We don’t have all the information we need right now to understand that fully. But, I say that because you have to turn over every rock.”

The search for a permanent superintendent will begin soon and is expected to take about six months to complete. The next board meeting will be on June 24.
